COMMUNITY DEVELOPMENT ASSISTANCE

The Community Development Assistance Program brings the PADD’s expertise into the areas of project development and management. Staff work with local communities and organizations to bring their projects to reality, be it a water line, community center or health department, or a local business working to expand its operations. Our services include assistance in finding the right funding sources, writing grant and loan applications, and providing needed project management services.

The programs funding these projects include the Community Development Block Grant Program through the Kentucky Department for Local Development, the Economic Development Administration, U.S. Department of Agriculture Rural Development, Delta Regional Authority, Kentucky Infrastructure Authority, and other local investments.

JOINT FUNDING ADMINISTRATION

Through the Joint Funding Administration (JFA) Program, the PADD provides assistance to local communities, economic and community development organizations, and other groups and individuals in vital projects throughout the region. Activities funded in whole or in part through the JFA are public administration services, economic development assistance, Community Development Block Grant (CDBG) technical assistance, administration for business lending, telecommunications, and program administration.

Funding provided through this program benefits the entire eight-county region. The JFA is funded with a combination of state and federal funds through the Kentucky Department for Local Development.

KENTUCKY INTERGOVERNMENTAL REVIEW PROCESS

The Purchase Area Development District serves as the designated Regional Review Agency (RRA) for the Kentucky Intergovernmental Review Process (KIRP).

The KIRP assists in identifying potential conflicts or duplication in services for proposed projects impacting the state and the Purchase area. Proposed projects from the eight counties of the Purchase, as well as others which would impact the state, are included in the review process. KIRP is funded through the Joint Funding Agreement (JFA) with the Kentucky Department for Local Development and the state of Kentucky.

The PADD is a partner to area local governments and provides technical and administrative support services to city and county governments.

The PADD provides assistance to local governments in the areas of financial administration, personnel issues, general management, and preparation of ordinances. The PADD also keeps an inventory of city and county officials as well as special districts. Assistance is provided to local governments on an as-requested basis.

The PADD provides technical assistance for a variety of grant programs to assist local governments with their funding applications. 

Land and Water Conservation Fund (LWCF)

The PADD disseminates information, provides technical assistance, and assists with application preparation for the LWCF program. 

Recreational Trails Program

The PADD disseminates information about the program and provides technical assistance to communities interested in applying for funds. 

Assistance to Firefighters Grant Program

The PADD provides assistance ranging from answering technical questions about the program to application preparation.

Area Development Fund

The PADD assists eligible counties and cities in the development, implementation, and closeout of Area Development Fund projects. These services are available upon request to all units of government in the eight counties of the Purchase. Funding is available to provide these activities through the Joint Funding Agreement (JFA) with the state of Kentucky, which is a combination of state and federal funds.
