The Purchase Area Development District is a partnership organization that offers support to city and county governments in the 8-county region of Western Kentucky. This region includes the counties of Ballard, Calloway, Carlisle, Fulton, Graves, Hickman, Marshall, and McCracken. We provide opportunities for community leaders to gather, share common concerns, and create innovative approaches to local and regional challenges.

The Purchase Area Development District (PADD), one of Kentucky’s 15 area development districts (ADDs), seeks applications from qualified candidates for the position of Executive Director. The executive director position is the chief executive officer for the PADD, reports to the Board of Directors, and is responsible for carrying out policy established by the Board, and, provides supervision, leadership, and management of the PADD professional staff of 65 and its financial resources. The current executive director is retiring after 35 years in the position. The successful candidate will have a minimum of a bachelor’s degree in public administration, planning, or related field plus five (5) years job related experience. That experience should show significant knowledge of current social, economic, physical and transportation issues related to comprehensive regional planning and development. The successful candidate should demonstrate experience in leading, facilitating, negotiating, and administering a like organization. The successful candidate will be a person who has a record of acting with honor and character; is consistent and acts with a clear and visible set of values and beliefs; is direct and truthful but at the same time can keep confidences. The successful candidate will be an effective communicator, both oral and written. The successful candidate will be knowledgeable of federal and state programs to promote physical and human growth. The PADD was organized under the Public Works and Economic Development Act of 1965, and was recognized as a comprehensive planning and development agency under Governor’s Executive Order 69.653. Kentucky Revised Statute 147, adopted in 1972, formalized the Area Development Districts as a part of local and state government. Today the PADD, one of fifteen multi-county planning and development districts in Kentucky, serves the eight westernmost counties of the state including Ballard, Calloway, Carlisle, Fulton, Graves, Hickman, Marshall and McCracken. The Purchase Area, which was named for its inclusion in the Jackson Purchase bought by the United States from the Chickasaw Indians in 1818, covers 2,393 square miles of land and has a population of 195,006 people. The district’s eight counties and nineteen cities extend 60 miles east to west and 50 miles north to south. The PADD provides a diverse collection of services that touches every aspect of life in the Purchase. Human support, community support, information, and special projects-- the blending of these offerings provides a well-rounded approach to meeting the current and future needs of the region. The PADD is governed by those they serve. The board of directors includes judge/executives, mayors, and citizen members from throughout the Purchase. Over 250 community members actively participate in committees and task forces that provide input and guidance to the program areas they support. Funding for these programs is provided through a blending of federal, state, and local funding sources. The PADD has a long history of innovation and has been recognized nationally for its vision and leadership in enhancing the overall quality of place and community development of its region.
