Adult Day Care

Adult Day Care (ADC) centers provide daytime supervision, nutrition services, and a variety of social, recreational, educational and therapeutic activities in a safe, supervised, home-like environment for adults who need assistance due to physical, mental and/or social needs.  ADC services decrease premature institutionalization by providing at-risk adults with a stimulating, healthful, activity-based program and by providing caregivers with an opportunity to take needed breaks from caregiving.  PADD staff assesses clients for eligibility and also monitors day care facilities and programs.  ADC programs are available in 6 of the Purchase Counties (Ballard, Calloway, Fulton, Hickman, Marshall and McCracken).  Participants from any of the Purchase counties may attend the ADC center of their choice.

Elder Abuse

The Elder Abuse Program is designed to heighten awareness of the issue of elder abuse in the general population and, specifically, to seniors, caregivers of seniors, and all persons working with the senior population.  Prevention of elder abuse and the promotion of a safer environment for the older population are the major goals of this program.

Services are provided in the community through exhibits and educational literature distribution at area health fairs and health promotion events and include educational programs at facilities which house seniors.  The program coordinates efforts with the Ombudsman Program, which provides in-service training for nursing facility, transitional care, long-term care and family care home staff.  Statistical information, risk factors, identification of signs of abuse, reporting procedures, and preventive information is made available to assist audiences in recognizing and responding to elder abuse.  This program is available in all eight counties of the Purchase.

Ombudsman Services

The Ombudsman Program provides advocacy to residents of long-term care facilities in all eight counties of the Purchase Area.  The Ombudsman serves as the residents’ advocate, assisting residents, family members, and staff with concerns and complaints regarding resident care, residents’ rights, physician services, or reimbursement.  Services include investigation of complaints and in-service training to educate staff regarding federal and state laws as they pertain to residents.

Senior Community Services Employment Program

The Senior Community Service Employment Program is designed to foster and promote useful training opportunities in community service agencies for low income seniors, age 55 years and older, who have poor employment prospects and the greatest economic need.

Enrollees gain experience and training in a variety of positions located in not-for-profit agencies throughout the district.  There are 39 job positions available in 19 training sites throughout the Purchase Area.  Participants receive assistance on resume preparation and interview skills and register with the local Department for Employment Services or One-Stop Career Service Centers.

State Health Insurance Program (SHIP)

The State Health Insurance Program (SHIP) educates and assists older adults in making informed decisions about state and Federally benefits based on their circumstances and needs.  The service is available in all eight counties of the Purchase.

SHIP provides older Kentuckians individual, one-on-one assistance with the often complicated and confusing red tape of Medicare, Medicare Advantage, Medicaid, and other public and private programs.  Volunteer counselors provide services by phone from their homes and in public gatherings such as health fairs and senior centers.
